Encamped in safety, Du Chongwei spares no thought for repelling foes or shielding the people. Instead, he covertly maintains a cabal of brigands to pillage civilian wealth and military pay, lining his own pockets. Raging Tides disciples, moved by righteous fury, strike back by seizing Du's ill-gotten hoards and distributing them to the destitute. Though both bear the name of "thief," they stand at opposite poles: one driven by avarice, the other by the common good.
