Zhao Guangyi

Whether or not to implement the Tang Coin Confiscation Policy weighed heavily on Zhao Kuangyin's mind. The circulation of Tang coins in Song territory was no secret, a strategic move by Jiangnan to maintain influence. But confiscating them was no simple task: Tang coins had become a backbone of Song currency. Banning them overnight would amount to stripping wealth from the people, sure to ignite resentment. In peacetime, replacing them with Song copper coins might soften the blow, but with internal rebellions in Jinghu demanding immediate military response and war funds still lacking, how could the court afford to reimburse citizens? Ultimately, Zhao Kuangyin concluded that long-term pain was preferable to prolonged crisis. Confiscating Tang coins without reimbursement would secure quick victories in Jinghu, followed by campaigns to conquer Jiangnan and Shu. Only after unification could wealth be restored to the people, a harsh but necessary strategy. Yet no one dared voice this plan aloud, for harming public trust risked undermining the dynasty's foundation. —Except Zhao Guangyi. As their eyes met, Zhao Kuangyin was transported back to a dawn years prior, when his young brother had earnestly repeated the creed he held dear: "Great benevolence requires sacrificing small virtues. To hold power is to bear its responsibilities."
