Drink the crimson wine, explore the Liangzhou (Fallen) Governor's Residence, obtain the young General Zhang's wine gourd, and help the elder long meditating on Wuwei Mountain fulfill his wish—perhaps then you may receive the secret Raging Tides inner way. If journeying is inconvenient, you may also join Raging Tides to acquire it.
Complete A Gourd Never Returns. The quest reward package includes this Inner Way’s learning tome alongside its associated martial art.
