News is always gathered and passed around by the merchants. One of the most prolific sources for such things is Tang Bao, who is in Blissful Retreat right now.
Merchants are to be credited for spreading the hundred delicacies. Blissful Retreat is hosting Drunken Immortal Month right now, find merchant Tang Bao and talk to him. If you can pay, you will get what you want.
A hundred pages of treasures, each can be obtained. However, the merchants are profit-driven and require more Echo Jade.
Buy 10 Morale Chant learning pages from Tang Bao, the Weiyang Merchant at Blissful Retreat, for 500 Echo Jade each (5,000 total). At Level 11, use Comprehend to learn the Inner Way. Upgrade Notes are a different item and do not replace the learning pages.
